As you know, the Minister for Railways and Roads, Mr. John Watts, has asked me to reply to your Parliamentary Question asking if contracts have been let for completion of the M66 motorway and on what date he intends to announce successful bids.
As you know, the first two contracts are underway. We have let recently a contract for advance works for the next phase and that work will begin on 27 November. We are currently assessing tenders
for that next phase with the aim of starting work next year. You will appreciate that I cannot give a firm date for an announcement until we have finished assessing the tenders. Tenders for the final phase will follow on.
Mr. Spearing: To ask the Secretary of State for Transport if he will list, under the titles of each of those leasing companies who own the former British Railways coach stock, the names of the operating companies who currently lease the stock, indicating its nature and approximate quantity for each lessee. Mr. Flynn: To ask the Secretary of State for Transport what assessment he has made of the recent ferry disaster in Thailand and its consequences for future maritime legislation. [344]
Mr. Norris [holding answer 20 November 1995]: The Government have made no formal assessment of the accident because it did not involve a UK-flagged ship and did not occur in United Kingdom waters. However, under the international convention for the safety of life at sea, the appropriate responsible administrations are required to investigate casualties where they judge that this may assist in determining what changes in rules are needed, and undertake to supply the International Maritime Organisation with pertinent information. The IMO makes this information available to members.
Mr. Morgan: To ask the Secretary of State for Scotland if he will give the outturn expenditure on regional selective assistance in 1994-95: and what was the amount originally budgeted for that purpose. [1328]
Mr. Kynoch: Gross outturn expenditure on regional selective assistance in 1994-95 was £77.128 million; taking into account receipts of £0.866 million, net outturn expenditure was £76,262 million. Planned gross expenditure for that year had been £77 million with planned receipts of £1.3 million, giving planned net expenditure of £75.7 million.

From July 1988 to September 1993 the borders TTA was divided into east and west sectors. Movements for the two sectors were counted separately so that sorties which crossed the border between the two sectors generated additional movements. The figures for the borders TTA from 1988 to 1993 therefore overstate the amount of activity in comparison with other years and TTAs.
Mr. Redmond:
To ask the Secretary of State for Defence if the instructions to RAF police conducting covert surveys of low flying include a requirement to record instances of use of reheat by low-flying aircraft. [425]
Mr. Soames:
RAF police personnel conducting covert monitoring are required to record the use of reheat by military aircraft flying at low level.
Mr. Redmond:
To ask the Secretary of State for Defence what information he has on (a) the nationality and (b) the types of the aircraft listed in his evidence to the Defence Committee, HC 314 of Session 1993-94, on operational low-flying movements in 1986 in the "other" category. [430]
Mr. Soames:
All operational low flying in the United Kingdom low flying system in 1986 was conducted by UK military aircraft. Thirty-four of the movements listed for 1986 in the "other" category were conducted by F4 Phantom aircraft; the statistical information available does not record aircraft type for the remainder.
Mr. Redmond:
To ask the Secretary of State for Defence which of the aircraft types listed in his evidence to the Defence Committee, HC 314 of Session 1993-94,

on operational low-flying movements were (a) equipped and (b) authorised to carry out flying in the highlands restricted area. [429]
Mr. Soames:
The Tornado GR1 is the only RAF aircraft equipped to fly in the highlands restricted area. Operational low flying is not permitted in the highlands restricted area when it is active.
Mr. Redmond:
To ask the Secretary of State for Defence if operational low-flying movements by aircraft types other than Buccaneer, Harrier, Hercules, Jaguar and Tornado have taken place since 1988. [527]
